Organizational Status: Semi-governmental institute, founded in 1954.

General Description: ICAP is an international, intergovernmental institution concerned with providing assistance to the countries of the Central American region through its master's degree program, the training of managers and technical personnel, and its consultancy and research activities in the field of public management. The fundamental aims of ICAP are to (1) develop human resources in the governmental sectors of the Central American Isthmus; and (2) improve and modernize public administration. ICAP's objectives are to collaborate with member governments in the improvement, modernization, and harmonization of their public administrations and to cooperate with other regional organizations in the study, orientation, and promotion of the Central American integration process.
