Organizational Status: Independent institute, founded in 1947.

General Description: ISR was established following the end of World War II to enable the private sector to contribute to the urgent national requirement for statistics on which to base Japan's postwar reconstruction plans. Statistics are indispensable as a foundation for national administration and corporate policymaking and decision-making, and ISR's research activities are therefore strongly policy oriented. To respond to the changing times, however, ISR recently expanded its fields of theoretical and empirical research to take in a wide range of economic and social issues, such as administrative and financial reforms, environmental problems, population issues, energy and resource issues, and urban issues. ISR conducts independent research activities that go beyond the framework of a single university or research institute and are characterized by broad participation of specialists, including economists and statisticians from ministries, government agencies, and the private sector.
