Organizational Status: Independent institute, founded in 1984.

General Description: CSS is a source of independent information and research on a broad range of national and international issues affecting Serbia and Montenegro. In the decade marked by the Milosevic dictatorship, CSS continually expressed strong criticism of the regime's foreign policy and international strategy that involved the country in permanent conflict with the international community. With the prevalence of democratic forces, the center's focus of research shifted to specific issues of the country's integration with the international community and a redefinition of Serbia and Montenegro international strategy. Research is guided by a strong appreciation of the ideals of democracy, civil society, and criminal responsibility as a precondition for democratization and conciliation with Western powers. CSS promotes the idea that the fulfillment of conditions for membership in the EU is a test of the democratic maturity of any European society and encourages research into issues relevant to achieving this objective.
