Organizational Status: Independent institute, founded in 1991.

General Description: The institute is an educational, nonprofit think tank that focuses on state and local issues. Cascade combines theory and practice to promote ideas that strengthen Oregon's economy, support personal responsibility and secure freedom and opportunity for all. It publishes policy studies, provides public speakers, organizes community forums and sponsors educational programs in an effort to provide practical, innovative alternatives for policy makers, the media and concerned citizens. To maintain its independence, Cascade does not endorse candidates, ballot measures or legislation and neither seeks nor accepts government funding. The institute's programs emphasize voluntarism and choice, the cornerstones of civil society and the foundations of community; it thus seeks to devise private, voluntary, innovative solutions. Cascade's programs on education encourage responsibility, foster accountability and promote individual choice. From taxes to poverty, the institute is concerned about all of Oregon's economic issues; using the power and dynamism of the free market, it shows how it believes all Oregonians can prosper and flourish. Its analysis on environmental issues-from pollution controls to urban sprawl-points the way for responsible stewardship; through incentives and innovation citizens can both protect and enjoy the environment.
