Public Forum "Towards Peace and Prosperity in the 21st Century:
Rethinking Global Governance and United Nations Reform"In the 21st century, we are facing new evolving issues, and issues that lie from the past. In the political and security affairs, threats are not posed by states alone, but by non-state actors. The terrorists' attacks on September 11 2001 in the United States made us keenly aware that threats today are uncertain, diversified and complex.
It is incumbent upon us not only to respond to crisis post-facto but to proactively prevent conflicts and to steadfastly work on post-conflict peacebuilding to deter recurrence of crisis. With the progress of globalization on all facets of life, prosperity and peace are indivisible beyond national borders.
How should we promote peace and prosperity in the 21st Century? The High Level Panel Report released on December 2004 will be introduced by Ms Ogata, Member of the Panel. The panel will discuss the recommendations of the report. The report calls for a strengthening of the UN and changes to the UNSC. A Japanese seat on the UN Security Council ? A European seat on the UN Security Council? It questions traditional concepts of sovereignty and favours the international community intervening in states where there is evidence of genocide or massive violations of human rights. The proposed changes could have major implications for Japan and the European Union.
